EURO 2024 qualifying competition format
The format will be similar to Euro 2020 qualifying. In the first qualifying round (group stage), 54 teams are divided into 10 groups, including 6 groups of 5 teams and 4 groups of 6 teams. The qualifying draw took place on 9 October 2022, after the group stage of the 2022–23 UEFA Nations League concluded.
The four teams that reach the finals of the Nations League will be drawn into groups of 5 teams (so that the teams can compete in the Nations League finals taking place in June 2023). The qualifying round will take place from March to November 2023, the top two teams in 10 groups will win direct tickets to the final round. The qualifying matches will take place in a round-robin format in March, June, September, October and November 2023.
The remaining three teams will be determined through the play-off round taking place in March 2024. Twelve teams will participate in the play-off round based on their performance in the 2022-2023 Nations League, and will be divided into 3 brackets, including 2 bracket semi-finals and 1 bracket final. The three winning teams in three brackets will qualify for Euro 2024.
The top teams in League A, B, C (Divisions A, B, C) will win the right to participate in the play-off round. If the top team of that group has won tickets to the Euro finals through the first qualifying round, then the team with the next best record in that League’s rankings will have a play-off spot.
If League A, B and C all have 4 teams remaining to play-off, then 3 play-off brackets will be established. But if there is at least one League (Division) that does not have 4 representative teams, then determining the play-off teams as well as the branching for 12 teams will be separated into 2 separate stages.
The missing first spot will be reserved for the team with the best record on the League D rankings (Division D), and if there are still not enough 12 teams, the remaining spots will be reserved for the teams with the best record. Next best on the overall Nations League standings.
The branching for the 12 teams will then be done from League C to League A respectively. The teams that rank first in the group in any League will be entered into that League’s bracket, and the teams that do not rank first in the group will be drawn to determine the bracket.
Particularly important note: if the group winners of League B and C have to participate in the play-off round, they will not face teams from higher Leagues, but will only face teams from higher Leagues. Teams come from the same League (Division) or lower Leagues.
The three play-off branches will host 2 branch semi-finals, and 1 branch final. In the semi-finals, the team with the highest ranking among the four teams will play at home, and face the team with the lowest ranking, while the team with the second highest ranking will play at home, and host the team with the lowest ranking. 3rd highest rank.
The home team in the branch finals will be determined by drawing lots between the two winning teams in the branch semi-finals. The three winning teams in the three brackets will qualify for the Euro 2024 finals along with the 20 teams who won tickets through the first qualifying round.
